    Margaret Mcmillan and her sisiter Rachel were concerned with the health problems of children in low-income areas. They founded the Open-Air Nursery, which was designed to emphasize outdoor play. The OAN also provided baths, clesn clothes, healthy meals, medical and dental care, and opportunities for learning experiences.

    In January 1964, President L. B. Johnson assembled a panel of experts to develop a comprehensive child development program, that would help communities meet the needs of disadvantaged preschool children. In the summers of 1965 and 1966 an eight week program was launched. Headstart has served over 30 million children since 1965, with 64,000 slots added in 2009 under the Obama administration by the American Reinvestment and Recovery Act.
