Established the first form of government for the U.S. Gave all major powers to the states and proposed a very weak national government. Included only a Legislative Branch.

Allowed everyone to practice whatever religion the wanted. Established a seperation of church and state.

A farmer led 100's of people to shut down the Supreme Court. They protested high taxes. This event shifted the balance away from the states and to a national government.
