To law was designed to remove barriers in not just education but public events as well. ADA provides accommodation like ramps , translators and telecommunications so that persons with disabilities can enjoy the same events as everyone else. -

Using standardized tests this acts provides a bar curved to make sure everyone is getting access to and understands the curriculum and those falling behind have the funding to support the resources needed to get them through. -
