Federal funding to states for education programs for disadvantaged students in order to support equity in education

Our nation's education is not keeping pace with the progress of other nations whic threatens both children's opportunities and economic future. This report recommended "that schools, colleges, and universities adopt more rigorous and measurable standards, and higher expectations, for academic performance." Universities were also encouraged to raise their admission requirements.

The legislation required state academic-content standards and tests and provided federal funds to aid states in writing those content standards.

This reauthorization changed the ESEA in that the states agreed to measure and report on results in terms of standards and accountability. This legislation maintained its purpose of funding education support for disadvantaged students. Also, 10% o fpubl education costs are now funded by the federal government (NCLB).

Rather than reauthorizing ESEA, continuing resolution was passed instead and the legislation continued as how it is until reauhorization. This is currently still in place.

As part of this act, the Department of Educiton was given money to distribute as grants. In order to receive grant money, states must work jointly toward a system of common acadmic standards, prioritize and transform persistently low-oerforming schools.

This legislation adopted common core standards, a new evaluation system, new teacher certification guidelines, new ways of determining low performance schools, and more charter schools.

This new legislation gave states the ability to request flexibility related to making AYP and the use of federal education funds. In order to receive this flexibility, a State must develop a rigorous and comprehensive plan to improve education outcomes, close achievement gaps, and improve quality of instruction.

Illinois submitted a request for flexibility regarding their AYP and funding. This is currently in pending.
