Ronald Reagen stated that our education system was failing in 1983. Many factors went into this; mostly, he believed, because the education system wasn't competing nationally. There began a reform which was primarily high school ages students. Schools began to be judged based on academic proficiency (tests). After people started talking, we focused on character, content, and choice, which we still use in schools today.
