    This act added children ages 3-5 to the education of all handicapped students act, as the previous act applied to students 5 and older. This act also added early intervention programs.

    This act added a transition program for students with disabilities at age 16, bilingual education, and extended special education services. This act also expanded on the right for due process and the confidentiality of students.
