    Califonia Legislature decided that there needs to be a tax for every miner to pay in order to pay $20 a month in order to legally mine in the area.
    However, in 1851, the Foreign Miner's tax is repealed because of how the miners reacted by being violent and not agreeing with what was going on.
    In 1852, the tax returns but the amount asked of the miners is down to $3.
