In his reign the Nika Riots occurred because he was raising too much taxes so the people were not happy because he used the taxes to build temples. The people started protesting and then caused a riot that Justinian couldn't handle so he called all the rotator to the Hippodrome to solve the problem but instead of doing that he executed all the protestors.
