Following declarations of secession by seven Southern States. South Carolina demanded that the U.S Army abandon it's facilities in Charleston Harbor.

Banks and pursued it as it fled across the Potomac River in Maryland.

It was on the banks of the Rio Grande east of Brownsville, Texas. It was a few miles from the Seaport of Brazos de Santiago (Now Known As Matamoros).
