The parliment imposes this act as a punishment sort of for the Boston Tea Party. They close the Port of Boston and demand that the colonists pay for the nearly 1 million dollars worth of tea that was dumped into the harbor. -

There was a meeting held in Virginia, they were voting on whether or not they should put the colony into a state of defense and arm the people, and hurt/kill as many people they saw fit for the purpose.
