Led by William Wirt who was the superintendent of Gary's schools in 1907. Wirt developed the Gary Plan which was influenced by John Dewey. Parents ended up rioting the Gary Plan and schools returned to a traditional teaching method.

John Dewey is known as the Father of Progressive education. He felt that schools would be different if they appealed to the interests and curiousity of children. Was influenced by Froebel and Pestalozzi to educate the "whole child."

African American students were being turned away from schools that had better facilities and materials than their own school. Supreme Court unanimously voted that the schools were "Separate but unequal." Local government refused to integrate which lead to the President LBJ to call in troops and threaten schools with the loss of funding.
