In 1781 Congress set up a department of finance run by Philidelphia merchant Robert Morris and Haym Salomon.

The constitutional convention was a turning point in American history. It was set for May 14, 1787, but some delegates couldn't get there until weeks later. Delegates from 12 states attended and they spent the summer thinking up the Constitution.

39 delegates from 12 states signed the Constitution. Then on September 17, 1787, the Constitutional Convention was adjurned.
