  • City Planner asked to write regulation banning certain businesses

    Torrington's Planning and Zoning Commission asked City Planner, Martin Conner to write a regulation banning tattoo parlors, check-cashing facilities and pawn shops from the downtown area. In a memo written by Conner, he states that these type of businesses are perceived to project a negative image.
