    Although everything was not quite working how everyone wanted it to, it was still working. Pioneers of the public education system in America had done something remarkable. Not enough recognition is given to this point in education's history in America (Kaplan, Owings, 2015, p. 131).

    Sometimes we all have to take a step back and look at how things are going. This report help make public schools a better place for youth to learn. The report called the United States out, and there was only room to improve (Kaplan, Owings, 2015, p. 161-163).

    The federal government had finally wanted the states, districts, and schools accountable for their education outcomes. Someone should be present for the achievements or downfalls of today's youth. This act did just that, and tied funds into this achievement (Kaplan, Owings, 2015, p. 163-164).
