    The Justice Department, under A. Mitchell Palmer, started the General Intelligence Division of Bureau of Investigation on August 1, 1919 with J. Edgar Hoover as its leader. Its objective was to uncover Bolshevik conspiracies, and to find and incarcerate or deport conspirators. It was one of the first acts of the government to try and stop the scare that communism would take over the nation.
