Put trade with nations under the term of "Cash-and-Carry". Which meant belligerent nations to buy goods & arms in the U.S. if they paid in cash or carried it on their own ships. What lead to the Neutrality Act was that Roosevelt issued a proclamation of American Neutrality. He was anti-Nazi and wanted to aid the democarcies in Europe. -
