Werner Heisenberg, Max Born, and Pascual Jordan worked together to develop this new view of the quantum world. The concept was based off of matrix mathematics, and because of that it was called matrix-based quantum mechanics. In February of 1927 Heisenberg developed the uncertainty principle. This was a key development to quantum theory. Where he stated one cannot know the position and the velocity of a particle (Heisenberg 14). This this made bounds in the electrons being both a wave and a particle.
