After 5 more states had been admitted congress made the third and last Flag Resolution requiring 13 stripes, they said that the number of stars should always be the same number of states. -
Established proportions of the flag and provided for arrangement of the stars in horizontal of eight each, a single point of each star to be pointed upward.
