The government was bicameral (House of Representatives and the Senate) and had three branches (Legislative, Judicial, Executive) that had a system of checks and balances.

    9/13 states had to ratify the constitution in order for it to take effect. The anti-federalists were against the constitution. The federalist papers (published under the name Publius) explained the way the government works so that anti-federalists would be convinced to ratify the constitution.
