An environmental impact assessment or EIA is a report prepared before a development project to change the use of land, for example to plant a forest or convert fields to a golf course. An EIA weighs up the relative advantages or disadvantages of the development. It is therefore necessary to establish how the abiotic environment and biotic community would change if a development scheme went ahead. In 1969, the US Government passed the National Environmental Policy Act (NEPA).
