    The British legal system in the 1780s was extremely severe. What we would consider to be petty crimes, such as stealing a loaf of bread to feed your family, was treated harshly. People caught committing such crimes were sentenced to lengthy stays in prison. As a result, the gaols were overcrowded and the British Government needed to send some convicts elsewhere.
