In 1986 President Ronald Regan started the war on drugs which required all federal workers to be tested for urine. This is the begining idea of testing welfare recipients for substance use.(Freed Wessler, 2012) -

This act made all employers with grants to have a drug free work enviroment which led to private bussiness wanting and having drug free work places.(Freed Wessler, 2012) -

Arizona Legislation
The Govenor signed a bill requrining the department to test applicants for welfare for substance use if they believed the individual was using substances. (National Conference of State Legislatures, 2012) -
Flordia passed all TANF applicants must be tested for substance use
Applicants in Flordia are told prior to applying about drug testing and that they are required to pay for the testing. If the test comes out clear they are reimbursed but if they test positive for drug use they must wait 6 months to reapply.(National Conference of State Legislatures, 2012) -
Missouri requires testing for all applicants and recipients must take a urine test to recieve TANF

Utah's Bill
Utah's law requires individuals applying for cash assistance to complete a written questionnaire screening for illegal drug use.; if there is reasoning the individual will be tesed. Georgia passed their bill
In the state of George those individuals that are applying for benefits are told they will be drug tested and must pay for the drug test. If they test positive they must wait one month or until they are able to pass the test. A parent failing their test does not affect the childs' benefits in Georgia. If a parent's test is positive for drug use than a payee must pass the test for the child to recieve their benefits.(National Conference of State Legislatures, 2012) -
Tennesse
All applicants must be tested to recieve benefits by this law and must pay for the test. If the test is positive the lab pays for and runs another test to make sure results were correct. If they were that individual is unable to recieve benefits for a year.(National Conference of State Legislatures, 2012) -
Oklahoma Law
In Oklahoma all that apply for TANF must be tested for drugs, if the results are positive they are unable to recieve benefits.(National Conference of State Legislatures, 2012)
