St Kilda railway line is closed to then be reopened as the first tram/light rail line (now known as route 96) in Melbourne which commences from the St Kilda railway station and terminating in Fitzroy St. The line reopened on the 21st of November 1987.

1993 the mayor of St Kilda was Tim Costello and worked closely with local social welfare groups at the time. The groups helped clean up the streets of St Kilda. at this time as well, prostitution was now legalised. However, violence started to become a big issue in St Kilda.
