1972 PARC vs. Commonwealth of Pennsylvania
Pennsylvania Association for Retarded Children (PARC) was the first to challenge the laws that withheld children with disabilities from receiving an education like other children. The previous law allowed schools to deny students with special needs. PARC argued that all children deserved the right to a free public education regardless of their disability.
