Special Education Law Timeline

  • Brown v. Board of Education 1954

    Ruled that segregation in public schools is unconstitutional. The ruling helped with the realization that separate-but-equal is unacceptable.
  • The Elementary and Secondary Education Act of 1965

    Grants were established to improve elementary and secondary education's quality. Provided grants to low-income districts that went towards books, special education centers, and scholarships for low-income college students.
  • Mills v. Board of Education

    Ruled that denying students with disabilities an education was unconstitutional.
  • Pennsylvania Association for Retarded Citizens v. Pennsylvania (1972)

    Ruled that schools were required to provide a program of education and training for children with mental retardation.
  • Section 504 of the Rehabilitation Act

    Kept federal funded programs from discriminating against people with disabilities.
  • The Education of All Handicapped Children

    Required all schools that received federal funding to educate students with disabilities and develop Individualized Education Plans
  • Public Law 99-457

    An amendment to the Education of All Handicapped Children that included all legal rights to also apply to preschool children.
  • Individuals With Disabilities Education Act (IDEA)

    Renamed after the Education for All Handicapped Children Act and expanded services to those with autism and traumatic brain injury.
  • No Child Left Behind

    Held schools accountable and started standardized testing.
  • Individuals With Disabilities Education Improvement Act

    Added the requirement that special education teacher be highly qualified by receiving their licensing and certification in special education. Implements the use of intervention strategies.
