This act sets limits on the practice of, and instituted a licensing system for animal experimentation

Animal Rights movement started gaining importantence

Environmental Activist, such as Green Peace, began protesting for animal rights and treatment.

Some of the topics they protested about were the slaughter of seals for their fur and commercial whaling (The killing of whales for their meat, oil and blubber).
