  • 1936

    Jose M. Gallardo was the next comisioner of the department of instruction. He tried to implement a bilingual program, but there were a lot of strikes against it
  • 1900

    The Department of Instrcution was created

    The public policy established that the Spanish language was going to be the native language of Puerto Rico, but that people would need to acquired English. The Spanish language was taught in the elementary grades and English was taught as a special class. In high school all the classes should be taught in English and Spanish was the special class.

    There was an increase in the use of English language in c]schools which later on the idea was to make English the official language in Puerto Rico

    During 1917 World War 1 began and it is because of it that citizenship was given to Puerto Ricans. Also in this year Miller fought for the English language and Jose de Diego for the Spanish language.
    From 1921-1930 Juan B. Huyke the new instruction comissioner made an emphasis to the use of English. He also establish the "americanización".
