    This NEA sponsored report affected secondary schools by offering more variety of courses, to adapt to a student body that was more diverse. Students were allowed to choose their courses which tended to be geared toward their future vocation.     This unanimous supreme court decision, stated that, "separate but equal was inherently unequal." (Kaplan & Owings, 2015, p.151) Though it took a long time for full enforcement of this decision, in essence, segregation based on race became illegal.
