    Stalin is appointed by Vladimir Lenin the position of commissar of nationalities for his leadership qualities (Liversidge 180). This position came with tremendous power. "Stalin now had the responsibility of dealing with 65 million Ukrainians, Georgians, Byelorussians, Tadzhiks, Buriats and Yakuts" (Commissar of Nationalities).
