    1984 Smith v. Robinson. this Supreme Court decision restricted the ability of students and their families to recover legal fees incurred in due process hearings. this decision was negated in 1986 when Congress passed the Handicapped Children's Protection Act, which restored the courts authority to award legal fees to parents who succeed in lawsuits or adminstratrive hearings.     1988 Honig v. Doe. The Supreme Court dexreed that school systems may not unilaterally exclude children with disabilities from the classroom for dangerous or disruptive behavior. Any progrmmatic changes because of behavior disturbances must follow due process procedures outlined in PL 94-142. In drastic situations the school can suspend a student for up to 10 days..
