    At risk Special education programs were initially developed to address delinquency for children “at risk,” living in urban slums. Manual training classes were provided as a supplement to the regular education programs. Many children were taught carpentry, cooking, drawing, and metal work, and sewing.
  • Brown v. Board of Education

    Brown v. Board of Education

    First landmark legislation for the civil rights movement. It was argued that segregated public schools were unequal and unconstitutional.     The legislation of the Elementary and Secondary Education Act addressed the inequality of educational opportunities for underprivileged children. As a result this legislation provided resources to ascertain that disadvantaged students gained access to quality education.
  • Education of the Handicapped Act

    Education of the Handicapped Act

    This act created a Grant program in order to stimulate and encourage states to develop educational programs and resources for disabled individuals. This act amended the elementary and secondary education act of 1965. However, either one of these programs provided any specific mandates on how to use the funds that were provided by grants. Additionally, either one of the programs truly demonstrated significant improvement in the education of disabled children.

    This legislation prohibits discrimination on the basis of disabilities by recipients of federal financial assistance. This act encouraged a non-discriminative environment in education, employment, and housing. This act also made provisions for the IDEA funds act (Individuals with Disabilities Education Act).

    Education for All Handicapped

    Ordered for all states to create a policy in which all handicapped children have the right to a free appropriate public education. Required public schools to accept federal funds in order to provide access to education and a free meal a day for children with disabilities. Public schools would evaluate the child with a disability and create a educational plan in which the parent can put input that would follow as close as possible the educational experience of non-disabled students.

    The National Center of Learning Disabilities (NCLD) provides research and programs in which promotes effective learning to strengthen educational rights and opportunities. The organization had provided leadership, public awareness, and grants in order to support research and original practices in learning disabilities. The NCLD has been committed to provide success and dignity for individuals that have been affected by learning disabilities.

    The Americans with Disability Act

    This act prohibits discrimination against individuals with disabilities in all areas. It would allow those individuals the opportunity of employment, transportation, public accommodations, and access to state and local government programs and services. This law was also created in order to make sure that individuals with disabilities have the same rights and opportunities as everyone else. (Title II)

    The Individuals with Disabilities Education Act provides federal funds in order to assist states and school districts in making a free appropriate public education accessible to students with specified disabilities. This law requires school districts to place students in the least restrictive environment (LRE) Requires school districts to educate students with disabilities in the regular classroom with appropriate aids and support services.

    This law held elementary schools accountable for the eduction and learning of students. The major focus of this act was to provide children with fair and equal opportunities to obtain high quality education.
