Many women were not allowed to receive a thorough education. During the women's rights movement, the Declaration of Sentiments, which is similar to the Declaration of Independence, was written and explained the inequality between men and women's rights including the right to education.

Jimmy Carter signed the act to establish education as a department in the U.S. Cabinet. There had been a Board of Education in prior years. The primary goal of the department is to organize policies to assist education. It also enforces laws related to education and civil rights.
