Main suspecter Kuo Lieh-cheng (郭烈成) and 5 people operate underground oil refinery, they recycled the waste oil from sources such as restaurant fryers, sewer drains and grease traps. It was found that company Chang Guann Co. (強冠企業) and branded as Chuan Tung Fragrant Lard(全統香豬油).

Chang Guann Co. (強冠企業) purchased the recycling treated waste cooking oil, frying oil from 'Pingtung Guolie Cheng factory (屏東郭烈成工廠) '. The Chuan Tung Fragrant Lard (全統香豬油) is mixed with 33% gutter oil and 67% lard (a ratio of two). Nearly 235 companies were suspected to make food products by using the gutter oil.

On 10 September, reports revealed that in 2014, Chang Guann Co. (強冠企業) had also imported 87.72 tonnes of lard falsely listed for human consumption from Hong Kong-based Globalway Corp Ltd. (金寶運貿易) that were actually meant for animal use only.

Investigation started by taking oil samples, computers and documents from the lard factory and trading company. They arrested three people, including the chairman of Globalway Corp Ltd. (金寶運貿易) who involved in conspiracy to defraud and creating false trading documents.

On 1 October, prosecutors revealed the lab results, Kuo Lieh-cheng (郭烈成) admitted that oil he sold to Chang Guann Co. was mixed with corpse oil, gutter oil, grease and leather cleaner, and recycled oil.
