  • Alleged Officer Rincon Sexual Assaults

    A woman alleges that Officer Rincon of the Fullerton Police Department groped her and propositioned her during a wrongful arrest. Rincon did not follow police protocol to call for a woman officer or have another officer accompany him in arresting women. He also turned off his audio recorder without explanation.
  • Officer Rincon's Alleged Second Victim

    Another victim alleged that Officer Rincon sexually assaulted her. Again, against police protocol, he dismisses a second officer so that he can accompany the female alone.
  • Veth Mam Wrongful Arrest

    Veth Mam wrongful arrest video. Veth Mam was recording by phone a video of his friend getting arrested by Fullerton officers. Officer Kenton Hampton knocked the phone away, threw Mam on the ground, and arrested him.
  • Kelly Thomas Beating

    Beating Video. Fullerton police officers responded to a call of vandalization in downtown Fullerton. According to the officers' statements, Thomas was being uncooperative, so backup was called. The officers then repeatedly shocked Thomas with Tasers, beat him with the butts of the Tasers and flashlights, and slammed him into the ground. Thomas, a mentally ill homeless man, was taken to UCI medical center with severe injuries.
  • Veth Mam Acquittal

    Veth Mam was acquitted on the misdemeanor charge of battery on a police officer. The prosecution's case was greatly weakened when it appeared that an officer perjured when he testified that Mam attacked an officer before being arrested. In a video recording of the incident, there is no evidence of an attack on the officer.

    Kelly Thomas was removed from life support and died on July 10, 2011.
  • Veth Mam files civil suit against Fullerton Police Department

    Mam filed a civil lawsuit claiming that Fullerton police officers conspired to violate his civil rights and committed perjury during his misdemeanor trial.
  • DA Rackauckas charged two officers for the death of Kelly Thomas

    Orange County District Attorney Tony Rackauckas charged two officers with crimes. Officer Manuel Ramos was charged with one felony count of second degree murder and one felony count of involuntary manslaughter. Corporal Jay Cicinelli was charged with one felony count of involuntary manslaughter and one felony count of use of excessive force.
  • Federal Judge Guilford Admonishes Fullerton PD

    Judge Andrew Guilford admonishes the Fullerton police department for not responding appropriately to 12 claims of sexual assault by Officer Albert Rincon. "Most shocking is the City's weak 'reprimand' of Rincon," Guilford wrote in an opinion. "He would either make sexual propositions to the women, touch them inappropriately, or both... At the end of the day, the City put Rincon back on the streets to continue arresting women, despite a pattern of sexual harassment allegations."
