The Connecticut Asylum for the Education and Instructions of Deaf and Dumb Persons was the first permanent school for deaf Americans. This school was created by Thomas Hopkins. This school was opened for children that had the disability of being deaf. This gave children an opportunity to learn from an early age. This also allowed the students to form friendships regardless of their disability. They were able to learn, communicate, and improve in their academics.

This program was created by instructors to accomplish a mission. Its mission was to make sure that within a classroom with special students, there should be professional standards set in motion and resources that could assist the teacher in giving the best learning experience. This council made sure that no matter if the student had a disability, were talented, or gifted, they were to make appropriate accommodations that will best benefit the students to achieve.

Since this was based on the board of race, it also affected those of special needs because it violated equal education opportunity.
The court marked that separate was not technically equal. The segregation of these students violates the Equal protection law of the Fourteenth Amendment. These children were not reaching the appropriate learning experience as others.

Within this lawsuit, the court decided to provide students with disabilities a free public education. Regardless if the students did not have the money to pay, they were to attend and receive the proper education. No child should be denied education because of their disabilities. This was brought to court because these students were being denied because they weren't mentally stable or physically handicapped.

The Education for all Handicapped Children Act was created to improve education for early childhood and youth children that have disabilities. Regardless of these children's disability they had a right to receive appropriate free public education. President Gerald Ford made sure this was in all states and across the country.Schools that were receiving grants should be able to provide for these students.

This applies to all states and governments. Individuals with speech or hearing disabilities were provided a way by the telecommunications system to be able to communicate with others. -
The Idea act of 1990 included that all students of disabilities received special education and any other service that meets their needs.
This will prepare students for independent living and preparing for future employment.
This also ensures that all children receive a free appropriate education in all public schools. Parent participation is important. -
The No Child Left Behind was passed to improve all students academics scores. If there was a child with disability in the classroom, make sure that all needs were being met. The school was responsible for academic progress upon all students. These children were to be taught by very educated instructors and must have all appropriate materials.

This reauthorization was basically a revision of the IDEA. In order to receive the benefits of the IDEA, the individual with disabilities must meet specific requirements. Every state must develop a criteria in order to determine if the child with disabilities requires special education. When attending IEP meetings, not all teachers have to be there. Accommodations should be provided for the child within the classroom.
