IDEA was amended to include early intervention for students, greater accountability for special education programs, raise the standards for special education instructors, and improve educational outcomes. This amendment also required school districts to move up to 15% of their special education funds to general education if a disproportionate number of minority students were placed in special education fo reasons other than disability.
