    CBS Reports There was a time that it was proposed that all develop mentally disabled people should have their reproduction organs removed; this was the premises’ of the Eugenics movement. This horrific proposal was thought to stop the potential of more develop mentally disabled people entering the world. What is most interesting is that humans continue to produce children with disabilities, no matter the lineage.

  • 13th Amendment

    From the Library of Congress, "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction."
    This amendment has to be added, because without it, slavery would have continued, and maybe civil rights for everyone would be diminished. This is the beginning.

    Hitler would continue Francis Gaultin's ideals of sterilization of developmentally handicapped people. Hitler would sterilize 30,000 people during this time frame, not including how many people were killed. The Nazi’s experimented in the name of research on defenseless people.

    Willowbrook

    Willowbrook video Called a "Snake Pit" by Robert Kennedy, Willowbrook was an institution for the then tcoined, mentally retarded. It was first a Veteran’s hospital after WWII, then in 1947 was converted to an institution. It was to hold a maximum of 4000 residents, but by 1965 it held over 6000 patients. Robert Kennedy along with Geraldo Rivera exposed the scandalous conditions. By 1987, all residents were removed.
  • Brown v Board of Education

    The Supreme Court handed down its decision that “separate but equal” was not true for African American children in public schools. States were to desegregate their public schools “with deliberate speed” (Gollnick, 2009). This would begin the start of 'White Flight' to the suburbs.

    President Kennedy began the ball rolling by instituting a Panel on Mental Retardation, in 1961. “President Kennedy promoted many new programs in the areas of disability, civil rights, and education. The 1962 report of the Panel on Mental Retardation heralded the beginning of federal involvement and fiscal aid to states”

  • Elementary and Secondary Education Act

    Lyndon B. Johnson would sign the Elementary and Secondary Education Act, which provided funding for primary education, and is seen by advocacy groups as the backbone to public education for children with disabilities. This is considered the foundation of NCLB, as well as, the “War on Poverty” act.

    Robert Kennedy was a champion for those who had no champion. His older sister, Rosemary, was developmentally challenged. Robert not only fought for the disabled, but for all who were oppressed.
  • EHA

    Education for all Handicapped Children Act. President Ford signed into law, the right to equal education for all children.
    This required any school seeking public funding would have to allow any child with a disability the right to an education.
  • IDEA

    George H. Bush signed into law the amended EHA act into the Individuals with Disabilities Education Act (IDEA). This change would help children with disabilities earlier in life. Help for children will begin at birth and until 21. Children will be educated earlier and longer.

    RTI (Response to Intervention)

    The Office of Special Education Programs would bring leading researchers to discuss issues for identifying learning disabilities in children (Vaugh, Bos, Schumm, 2014). This would lead to a change in policy, from once helping students who are already failing, to helping a student before they fail completely. It means intervention can occur before the child fails.
  • Individuals with Disablitiies Education Improvement Act of 2004

    CRS Report for Congress Congress amended the IDEA act of 1990 by changing the way a school district could evaluate a student. Prior, the student had to fall behind grade level, now different assessments can be made to help determine need.

    AJ goes to school!

    My nephew A.J. Emig begins kindergarten. He gets on the bus, but won't get off unless his red wagon is waiting for him at school. Today he is in the 5th grade. He participates with classmates in a regular classroom, though his capabilities are below grade level. He loves to ride the bus! AJ has Downs.
