Individual Visit Scheme was introduced to Shenzhen and 7 other Guangdong provincial cities, as well as Beijing and Shanghai. Prior to that mainland travelers could only visit Hong Kong on business visas or as part of their tour groups.

Six land crossing points on the boundary between Shenzhen and Hong Kong have been established: Shenzhen Bay Port road crossing, Fu Tian Kou An to Lok Ma Chau rail connection, Huanggang to Lok Ma Chau road connection, Futian to Man Kam To road connection, Luohu to Lo Wu rail connection, and the Shatoujiao to Sha Tau Kok road connection.

Multiple entry visa to HK was introduced to Shenzhen residents from April 1, 2008. Before people can only apply for visa of at most two entries at a time.

People who do not have a citizenship in Guangdong province can apply for entry permit to Hong Kong from Dec 15, 2009. In the past, they can only apply for the visa in their hometown.

The average number of passengers crossing the border between Shenzhen and Hong Kong every day in 2010 reaches 540,000, an increase of 7.5% compared with that in 2009.
