Global Political Agreement Article 6 (15 September 2008) Focuses on the constitution making process states that it is a fundamental right and duty of Zimbabweans to make a constitution by themselvesv and for themselves in an inclusive and democratic approach Article 6 institutionalises the Constitution Parliamentary Select Committee (COPAC) and mandates COPAC to coordinate the process.

Public consultations to gather the views of Zimbabweans started June 2010 to October 2010. 4943 meetings held in 1957 wards. The three principal drafters, Justice Moses Chinhengo, Priscilla Madzonga, and Brian Crozier got their brief and terms of reference from COPAC on the 28th of November to began their work on the 5th of December.

The conference brought together representatives of different stakeholders to review and make recommendations on the draft constitution.

After the Second Stakeholders Conference, the Parliamentary Select Committee reported to Parliament on its recommendations over the content of the new constitution. Parliament passed the draft charter which was forwarded to Senate and equally passed it on 7 February 2013. According to reports, the debate did not take long because the principals had already reached an agreement at an earlier meeting 17 January 2013. The draft constitution will after this process be subjected to a referendum.
