    -"Connecticut Compromise Motion" was introduced by Ellsworth. -Proposed equal representation in Second Branch with proportional representation in First Branch.
  • Creation of the Gerry Committee

    Committee was created that consisted of 11 delegates. Delegates from each state:
    - Gerry (Massachusetts)
    - Ellsworth (Connecticut)

    -Report from the committee:
    1. Representation in First Branch by population (1:40,000).
    2. Second Branch is to give each state an equal vote.
    3. Money bills to originate in first branch and not subject to amendment by second branch. -Baldwin of Georiga was not there to vote on whether or not to postpone first proposition in report. Vote went (1-9).

  • "Blacks equal to whites in ratio of representation?"

    -Approved (5-4-1) a motion to have census within first 6 years of First Congress.
    -Defeated (7-3) for succeeding censuses every 20 years.
    -Agreed (8-2) on censuses every 10 years.
    -Defeated (8-2) motion for "for rating blacks as equal to whites instead of as 3/5."
    -Approved (6-2-2) motion to proportion direct taxes, including 3/5, to representation.
