Main wanted to be admitted as a free state while Missouri didn't. In 1820 Henry clay the senator convinced congress to adopt the Missouri compromise. It allowed Maine to be admitted as a free state and Missouri as a slave state. It also made the north of the Louisiana territory of the southern border of Missouri a free state. It gave southern slave owners a clear right to pursue fugitives into free regions and return them to slavery. -
The Wilmont Proviso paid attention to the territory gained by Mexico in 1848. So, David Wilmont of Pennsylvania proposed that congress ban slavery in all areas that could become part o the united states. It went through the House of Reaps and then failed in the Senate. It aroused a big concern in the South. -
