After the war with mexico congress debated as to wether the states gained by mexico would be admitted at free staes or slave states. Henry clay then made a compromise bewteen the north and the south. It stated the california would be admitted as a free state and thet slave trade would be abolished in washington d.c. also that congress couldnt make anymore laws banning slavery in the new mexican gained territories.
