City Council votes to build a New City Hall and plans to convert the original City Hall building into Guelph’s Provincial Offences Administration (POA) Court.

City Council approves the design for a New City Hall.

The City hires Urbacon as general contractor for the construction of City Hall and the POA Court. City Hall was to be substantially complete by February 28, 2008.

City Hall completion date is extended to August 15, 2008. To accommodate design changes the completion date is further extended to September 8, 2008.

The building is not substantially complete. The City sends a letter of default to Urbacon.

The City terminates Urbacon’s right to work to completion and Urbacon is ordered to leave the site.

The City formally terminates its contract with Urbacon and serves a Statement of Defence and counterclaim against Urbacon, claiming $5 million in damages for breach of contract. An inspection identifies approximately 100 pages of building deficiencies.

The City invites several sub-contractors to return to the site to complete their work. Two sub-contractors do not successfully negotiate their return to work on the site, and the City hires a new subcontractor to finish that work.

City hires Collaborative Structures Ltd. to renovate 59 Carden Street and convert it to serve as Guelph’s POA Court. Construction begins on the site.

New City Hall was certified substantially complete—more than a year later than originally scheduled. Work valued at more than $350,000 has yet to be completed.

POA Court employees move in to 59 Carden Street. The building is open to the public and court proceedings are underway. The City hires J.G. Goetz Construction Ltd. to build Market Square, including the interactive water feature, skating rink and pavilion building.

Carden Street is closed for construction until December.

Voluntary mediation between Urbacon and the City proves unsuccessful and the matter proceeds to trial.
