    Plan proposed by Benjamin Franklin, It was a attempt at forming the colonies under one governemt, and fighting in the French and Indian War. The plan was rejected.

The Virginia plan provided for 2 houses( one with members elected by the people for 3-year terms and the other composed of older leaders elected by the state legislatures for 7-year terms. ), membership in both houses to be determined in proportion to population.
