    President Bush spoke briefly to children and parents at the Emily Harns Head Start Center in Catonsville, Maryland. The purpose of the president’s visit was to announce his proposed $600 million increase for Head Start, a federal pre-school program for children. The proposal would provide for the largest increase in Head Start’s budget since the program was launched 27 years ago. Democrats in Congress are also calling for a jump in Head Start spending.
