    Congress passed the Flag Act of 1818, 5 new stars were added and 2 stripes were taken away. The five stars represented Tennessee, Ohio, Louisiana, Indiana, and Mississippi.

    2 stars were added for Alabama and Maine. This balanced the free and slave states, and the Union held the majority of the free states.
