Florance Flast and several other people filed a lawsuit against Wilbur Cohen. He was the secretary of health, education and welfare. He was spending the money on Religious schools. Flast didn't think it was right because he believed it went against the first amendment and religion. The decisions came out as a victory for Flast, but the schools got to keep the money they received.
