    1889 Childrens Act

    According to Batty (2004) in 1889 was the first act of parliament for the cruelty to children, also known as the "children s charter" that was passed. This empowered British Law to intervene, between Guardians and children. Police could arrest anybody discovered abusing a child and acquire a warrant to enter a home if a child was thought to be at risk of any danger. The act would also include rules on the employment of children and banned begging for boys under the age of 14 and girls 16.
