Wal-Mart's attempts to build in St. Albans

  • Act 250 Permit

    The St. Albans group, which owned the proposed Wal-Mart site before J.L. Davis Properties and Wal-Mart Inc. is issued an Act 250 land use permit to build a 126,090 square foot store at a site near I-89 exit 20 on Swanton Road in St. Albans Town.
  • Permit appealed

    In January several interested parties applied for party status and appealed the District Commission's decision to grant an Act 250 permit. Seven Act 250 criteria were used in the appeal. During the appeal the St. Albans group and Wal-Mart dropped the size of the proposed store to 100,000 square feet.
  • Permit overturned

    The Environmental Board overturned the District Commission's decision to issue an Act 250 permit for the proposed Wal-Mart in St. Albans. The Environmental Board denied the permit citing the requirements of three criteria were not met.
  • Final decision

    The St. Albans Group and Wal-Mart, Inc. asked the Environmental Board to alter it's decision. The request was denied and a final decision denying the Act 250 permit was issued. This decision was then appealed to the Vermont Supreme Court.
  • Supreme Court Decision

    The Vermont Supreme Court rules to uphold the 1995 decision by the Environmental Board to deny The St. Albans Group and Wal-Mart, Inc. an Act 250 land-use permit.
  • Wal-Mart Act II

    J.L. Davis Properties, who took over ownership of the land from the St. Albans Group, filed a new Act 250 permit application to build a 147,000 square foot Wal-Mart on the same site that was denied the Act 250 permit by the Environmental Board.
  • Act 250 permit issued

    The District Commission issued an Act 250 permit to J.L. Davis Properties to build the Wal-Mart at the proposed site on Swanton Road.
