The Emancipation Proclamation was Lincoln's attempt to free all the slaves in the south, purposely not mentioning the north to keep states from leaving. Lincoln said that if the slaves in the Southern states were freed, then the Confederacy could no longer use them as workers to support the army in the field, then hindering the effectiveness of the Confederate war effort. -
